L'ESPC és una eina per a la mesura i l'estudi de la seguretat ciutadana, que serveix per donar suport al disseny, la implantació i l'avaluació de les polítiques públiques en matèria de seguretat. Des de l'edició de l'any 2002 l'ESPC ha confluït en un únic projecte amb l'altre gran estudi victimològic que es realitza a Catalunya des de principis dels anys vuitanta, l'Enquesta de victimització de Barcelona (EVB), patrocinat per l'Ajuntament de Barcelona i la Mancomunitat de Municipis de l'Àrea Metropolitana. Tot seguit, es presenta un informe de síntesi que analitza les dades més destacades de l’edició 2009, que es va dur a terme al llarg del primer quadrimestre de l'any 2009, entrevistant una mostra aleatòria de 14.983 residents a Catalunya de 16 anys o més. A l'ESPC les preguntes sobre victimització es refereixen invariablement a fets experimentats “l'any passat”, en aquest cas, a l'any 2008. I, això no obstant, quan la mateixa enquesta pregunta per les opinions i les valoracions dels ciutadans les respostes han de referir-se al moment en el qual es realitzen les preguntes, és a dir, al primer quadrimestre de l'any en curs. Això explica les diferències de datació de les taules de l'ESPC: les dades es refereixen a l'any 2008 quan es quantifica la victimització, però de vegades a l'any 2009 quan s'enregistra l'opinió dels entrevistats.
