La policía se puede analizar como una función del Estado, como una profesión o como una organización. En este artículo se hace una aproximación al tema desde estas tres perspectivas para acabar cuestionando el papel de la policía como simple garante de la ley y el orden. El policía debe resolver problemas de los ciudadanos al mismo tiempo que protege el interés general de la colectividad. El modelo de policía integral presentado es, en opinión del autor, el que mejor responde a estas demandas.
